The Ministry of Foreign Affairs (MFA) and the CSC jointly organised the Senior Chinese Officials (SCO) Study Visit Programme. Held three times annually, the programme helps to promote institutional linkages between Singapore and China, and enhances the officials’ understanding of Singapore’s political systems, socio-economic development and human capital development.
The theme for the 37th delegation of senior Chinese officials was “Development of Non-Governmental Organisations & Non-Profit Organisations in Singapore”. The 29-member Chinese delegation was led by Mr Si Jinquan, Deputy Director General of the Publicity, Culture and Sports Department from the Liaison Office of the Central People's Government in the Hong Kong Special Administrative Region (HK SAR). The delegation visited various government agencies and organisations such as Media Development Authority (MDA), People's Association (PA), National Trade Union Congress (NTUC), Fei Yue Social Services, Singapore Hokkien Huay Kuan, Singapore Business Federation, Singapore Soka Association and East Asian Institute.
