The Leaders in Governance Programme offers practitioners’ insights into how good governance and robust public policies contribute to the sustainable development of a country. Through the sharing of Singapore’s development experience, participants will gain a deeper understanding of its public governance approach.
The programme is designed for international and local public sector leaders in senior management positions who are involved in the formulation of major public policies and initiatives. (Note: The programme will be conducted in English.)
During the programme, participants will have opportunities to engage in dialogue with Ministers and Permanent Secretaries. For example, they will be able to interact with:
• Mr Teo Chee Hean, Minister for Defence and Minister-in-charge of the Civil Service;
• Mr Heng Chee How, Deputy Secretary-General, National Trade Unions Congress Central Committee;
• Mr George Yeo, Minister for Foreign Affairs;
• Mr Peter Ho, Head of Civil Service and Permanent Secretary for Foreign Affairs; and
• Mr Lim Siong Guan, Chairman of Economic Development Board and former Head of Civil Service.
The programme adviser is Mr Lam Chuan Leong, Senior Fellow at the Civil Service College and Ambassador-at-Large. Mr Lam is also the former Permanent Secretary of the Finance, Trade and Industry, Environment and National Development ministries.

| A Unique Programme |
|
|
Good governance is critical to a country’s growth and development. Key success factors include visionary leadership, effective public institutions and robust policies. Robust policies are in turn founded on sound assumptions, intelligent design and good execution.
What are the fundamentals of good governance? How do these fundamentals translate into pragmatic policies for sustainable economic development and social cohesion? How can government policies and services be implemented effectively?
The programme offers practical insights into these issues through the sharing of Singapore’s development experience. International participants who join the programme will gain a deeper understanding of Singapore’s experience in public governance. There will also be opportunities for social interaction through evening programmes and local tours.
The programme is structured along the following main themes:
Fundamentals of Good Governance
The Fundamentals of Good Governance Module will discuss common notions of what constitutes good governance in a world of increasing complexity and unrelenting change. Both academics and practitioners, including senior civil servants and political leaders from Singapore, will share their perspectives on key governance challenges facing governments today, and in particular Singapore's experience.

Policy Development
The Policy Development Module will highlight the interesting and complex linkages between policy-making and policy-execution. Through the policy development sessions, participants will have the opportunity to go in-depth into key strategic policy areas such as economic development strategy, water management, and social cohesion and security. Participants may also choose from two policy tracks - Infrastructure Development and Social Development. The Infrastructure Development Track will cover areas such as urban planning, land transport and the environment. The Social Development Track will cover areas such as Singapore's unique social security scheme (i.e. the Central Provident Fund), healthcare, and education. We will also highlight mindsets, processes and systems required for successful policy development, implementation, adaptation and innovation.

Service Delivery
The Service Delivery Module discusses key support structures and processes required for good governance. Briefings and discussions under the module include people development and talent management, and process and institutional innovations. In addition, learning journeys to public sector agencies such as Inland Revenue Authority of Singapore and National Library Board will also be organised to showcase Singapore's public sector organisational processes and innovations.

Programme Methodology
The programme actively employs a wide range of learning methodologies to best draw out learning points from each session and to cater to different learning styles. Participants will be exposed to briefings, small group discussions, case studies, and learning journeys to a variety of government agencies and facilities. To facilitate peer learning, classroom sessions will be conducted in cluster seating.
Social Activities
Interesting local tours will be arranged on selected weeknights to give participants a glimpse of the vibrant attractions and colourful culture which makes Singapore a choice destination for leisure and business visitors. For the inaugural run, a city night tour, visit to the Night Safari and several social dinners were arranged to expose participants to the sights, sounds, and taste of Singaporean culture.

Programme Fee
S$7,800 (approx. US$5,400) per person; or
S$11,800 (approx. US$8,000) per person, inclusive of 10-night hotel accomodation and daily breakfast.
(The fee covers study visits, meals and transportation during the official programme.)
