In partnership with the ADB project management unit (PMU), Ministry of Home Affairs (MOHA), Vietnam, CSC recently conducted a few training programmes on Public Governance and Administration in Singapore.
1. Public Governance and Administration in Singapore (20 November – 1 December 2006)
CSC conducted the 2nd run of the programme on Public Governance and Administration in Singapore for 20 Vietnam Party Human Resource Development (HRD) Directors at the central and local levels. The programme aims to enable the participants to gain a deeper understanding of public administration in Singapore and the public sector management skills in the context of Singapore’s experience.
Through classroom sessions and visits to relevant government agencies, participants were able to:
- Acquire insights into the system of governance and administration in Singapore
- Understand Singapore’s reform initiatives; identify and appropriate relevant lessons learnt from the Singapore’s experience in reform to be applied in Vietnam’s context
- Understand the policy development process in Singapore; analyse policy issues, options and implementation
- Identify trends and issues facing the public service in today’s competitive global environment
- Gain an overview of Singapore’s anti-corruption system

Participant’s Comments:
Most of the participants found the programme useful and relevant in helping them understand public governance and the relationship between the government and people. The learning contents were relevant to their needs and provided new insights to their jobs. Training methods and facilities are good and the materials sufficient.
2. Public Administration and Training in Singapore (23 October – 3 November 2006 / 6 - 17 November 2006)
CSC conducted 2 sessions of the programme on Public Administration and Training in Singapore between Oct and November. The first run was designed for senior HRD officials and the second run customized for senior trainers in V
The main objective of the programme is to provide participants with an insight into Singapore’s system of governance, administration, training and development. In the process, participants are able to gain a deeper understanding of global changes and to apply relevant aspects to their own situations
Through a good mix of classroom sessions, dialogues and learning journeys to governmental agencies, participants were able to understand:
- The importance of training and development in the Singapore Public Service context
- The latest concepts and skills in developing human capital
- The key training and development issues and the fundamentals of designing and delivering training programmes
- The policy and administration development process in Singapore
- Singapore’s reform initiatives
Participant's Comments:
Participants were satisfied with the programme and felt that the course has achieved its objective. They were impressed with the training facilities and the methods used. The knowledge gained was definitely useful and practical.
