The Civil Service College (CSC) has signed a Memorandum of Understanding with the Tianjin Administrative Institute (TAI) to enhance the partnership between both institutions.
CSC chosen to run leadership and management training programmes for Abu Dhabi's government leaders.
The Lao media reported an administration training programme for civil servants conducted by CSC. The programme is supported by the Japanese government through the Asian Development Bank.

The Civil Service College (CSC) Singapore and the Directorate of Public Service Management (DPSM) of the Ministry of State President, Botswana signed a Memorandum of Understanding (MOU) on 22 June 2009 to support the transformation of the Botswana Institute of Administration and Commerce to a full-fledged Botswana Public Service College (BPSC).
A Memorandum of Understanding was signed between the Singapore Civil Service College and China Executive Leadership Academy Pudong (CELAP).

Senior Officials from the provinces of Zhejiang, Anhui and Inner Mongolia, visited Singapore from 3 - 14 November as part of the 38th Senior Chinese Officials (SCO) Study Visit to Singapore.
CSC, together with Indonesia's National Civil Service Agency (NCSA) co-organized the inaugural Forum on Civil Service Accountability and Good Governance at the Technical Meeting of the ASEAN Committee on Civil Service Matters at Bukit Tinggi, Indonesia on 27 October 2008.
Over 40 senior officials from India's Department of Administrative Reform and Public Greivances were in CSC to attend the Public Governance and Administration course.

The Civil Service College (CSC) is proud to be an organiser of the World Cities Summit, together with the Ministry of National Development and the Lee Kuan Yew School of Public Policy. This year’s Summit was co-located with the Singapore International Water Week and the East Asia Summit Conference on Liveable Cities.
World Cities Summit is a premier international conference series on effective public governance and sustainable development of cities. The inaugural event in 2008 will focus on the challenges of developing cities that are both liveable and vibrant. It will cover issues related to excellent urban infrastructure, clean environment, good quality of life and economic competitiveness.
The conference will feature thought leaders and distinguished practitioners who will share valuable insights and practical experiences. Delegates will include city mayors, top government officials, senior officials from international organisations, academics and business leaders. The event will be held at the same time as the Singapore International Water Week 2008.

The Ministry of Foreign Affairs (MFA) and the CSC jointly organised the Senior Chinese Officials (SCO) Study Visit Programme. Held three times annually, the programme helps to promote institutional linkages between Singapore and China, and enhances the officials’ understanding of Singapore’s political systems, socio-economic development and human capital development.
The Civil Service College has linked up with the Abu Dhabi Department of Civil Service to establish a training college for their officers.
Visit by Russian delegation led by Mr Sergey V. Pchelintsev, Deputy Head of the State Legal Board attached to the President of the Russian Federation
A Russian delegation headed by Sergey Pchelintsev, Deputy Head of the State Legal Board attached to the President of the Russian Federation visited Civil Service College on 20 Sep 2007. This visit was under the auspices of the MOU signed between CSC and the Russian Academy of Public Administration.
As a followup to the visit, both organisations have agreed to conduct a study visit on Singapore's Legal System for Russian Federal Civil Servants.
CSC conducted a study visit programme on Public Administration Reform and Service Delivery in Singapore for a delegation of 23 leaders from the Ba Ria - Vung Tau province from the 17th - 28th of September. The delegation was headed by the Mayor of the province and consisted of various districts Chairmen and General Directors of various departments. The visit programme focused on Singapore's experience in Public Administration and Governance, Service Excellence and Delivery, Public Sector Management and Training for Global Integration.
The Dalian Government has announced their intention to send over 1000 officials to be trained in Singapore. The Dalian Government signed an agreement with Singapore Cooperation Enterprise (SCE) to send 5 delegations for training in Singapore. Civil Service College has been commissioned by SCE to run 4 programmes for the Dalian Officials. The first delegation was in Singapore from 15 to 28 September 2007 for a Study Visit on Urban Planning. The training included classroom-based lectures and learning journeys where the delegates were immersed in the local environment for experiential learning.
A 7-member delegation from the Central Theoretical Council, Communist Party of Vietnam headed by the Council's Secretary-General visited CSC on the 4th of September to learn about Singapore's Governance and Policy Development in the Public Service. The visit was hosted by Mr. Donald Low, Director of the Institute of Policy Development. The findings from the study trip will be reported to the Party Central Committee.
Development Programme Government Middle Management Officers (DPGMMO)
This study visit follows on a successful inaugural programme put together last year for Brunei senior government officials. 20 Middle Management Government Officers from Brunei's Administrative Service visited Singapore for a 5-day programme organized by the Civil Service College.
The delegation expressed interest in various topics ranging from Education and Change Management to Urban Planning and e-Government policies. The delegates visited a number of public agencies and were warmly received. They met agency representatives, attended briefings and knowledge sharing sessions.
The study visit is an excellent relationship-building opportunity with our neighbour and a chance for us to exchange learning points to deepen the understanding between both countries' civil services.
Civil Service College organised a second programme for Shanghai Jiading Administrative Institute from 22 August to 31 August 2007. The area of focus of this programme was on Community Development. The delegation were impressed with the social development infrastructure that Singapore has in place for the citizens.

The objectives of this programme are (i) to promote institutional linkages between Singapore and China, and (ii) to enhance the visiting officials' understanding of Singapore's political development, social development, economic development and human capital development. This is a national effort in promoting World.Singapore - exporting of public sector governance, whole-of-government and national branding of Singapore overseas.
The 35th SCO programme was held from 14 to 24 August 2007 in Singapore. The Chinese delegation comprises senior officials from Hong Kong and Macau.
CSCI has just completed the inaugural programme with Training Center of PKU-HKUST SHENZHEN-HONGKONG Institution to provide a 2-weeks programme on human resource management and development. Delegation members are organised by the Personnel Dept of Longgang District in Shenzhen.
PKU-HKUST SHENZHEN-HONGKONG Institution, established in 1999, is a joint venture of the Shenzhen Municipal Government, Peking University and Hong Kong University of Science and Technology.Training Center of PKU-HKUST SHENZHEN-HONGKONG Institution provides bachelor and master degree programme, short courses and forums for participants from both public and private sectors.
The Civil Service College and the Public Service Division of the Prime Minister's Office, Singapore, jointly hosted an Official Delegation from the Government of Punjab, Pakistan on 09 July 2007. The delegation, which was headed by the Chief Secretary Mr Salman Siddique, comprised of 10 Senior Officials from the Government of Punjab, Pakistan. On the invitation of Singapore's Head of Civil Service, Mr Peter Ho, the delegation was in Singapore to:
1. To learn more about Singapore's public sector reform efforts;
2. To discuss Singapore's change management efforts;
3. To understand Singapore's experience in the financial, civil service and health sector reforms;
4. To look at ways Singapore has encouraged private sector development; and
5. To learn from Singapore's experience in Training and Technical Education.
The Civil Service College is currently engaged in providing training and consulting services for the Government of Punjab under the umbrella of the Punjab Resource Management Programme. During the visit, CSC briefed the delegation on Human Resource Management in the Singapore Public Service as well as Service Excellence in the Public Sector.
8 public officers from the Tanzanian Public Service Management, President's Office, attended a week-long programme at CSC to gain insights into Singapore's system of governance and administration as well as to understand the types of corporate support services within a government department. The programme also provided the participants with an overview of Singapore Public Service's approach to achieve Total Organisational Excellence, and how ISO 9001:2000 standards is used to drive the establishment of service quality infrastructure in every department. The participants found the course to be an eye-opener as it exposed them to simple yet powerful tools to review business process improvements in their own departments. As put forth by one participant, "the course is useful for countries which are reforming public services, focusing on customer satisfaction."
The Civil Service College organised the Public Policy Study Visit for senior Chinese officials from Western and Northeastern China for a one-month programme from 3 July to 28 July 2007. Organised once a year since 2005, this 3rd delegation comprised of senior officials from Jilin Province. The theme was on Industrial Economics and Industrial Development. Besides classroom discussions and interacting with our local government economic agencies, the delegates also visited many local private enterprises and MNCs.
From 25th to 29th June 2007, CSC organised a study visit on benchmarking on behalf of MFA Singapore and UNDP for a group of Permanent Secretaries and senior officials from Africa. The main objective of their visit was to benchmark their reform programmes and efforts against Singapore and to learn the possibilities which African governments could achieve.
Under the Senior Chinese officials Study Visit Programme, the Chinese Organisation Department (COD) organizes 3 delegations of provincial officials to Singapore for 2-week study visit every year. The theme for the 34th delegation of senior Chinese officials was Economic Management. The delegation was made up of senior management of the public service and state-owned enterprises in Hebei Province.
CSC partners the Ministry of Foreign Affairs (MFA) of Singapore to deliver a quality suite of training programmes under the umbrella of The Singapore Cooperation Programme (SCP). The SCP provides technical assistance to developing countries around the world and opportunities for international participants to meet at a common platform to exchange best practices, knowledge and information.
CSC, under the auspice of the SCP, conducted a programme on Performance Management for the Public Service from 6 - 15 June 2007. This programme shared with participants the discipline and tools found in Performance Management that can be used to make for a more Effective Public Service. The programme looked at enhancing participants' competencies in both individual and organisational performance management. Besides sessions conducted in the classroom, learning journeys to Public Service Division and Surbodinate Courts were arranged to allow participants to see how our public sector agencies managed performance at individual and organisational levels.
Together with our MOU partner, Dubai Institute of Human Resource Development (DIHRD), CSC conducted a benchmarking visit on 4 - 8 June 2007 for a group of 23 senior government officials from UAE. This programme was designed to share Singapore's experience in driving public sector organizations to achieve organizational excellence in the area of public governance, human resource management, knowledge management and outsourcing strategies. It aimed to enable participants to gain an awareness and an understanding of Singapore's best practices in these areas to develop comparative yardsticks in their organisations.
Inaugurated in March 2006, the Senior Executive Development Programme (SEDP) was the first joint programme between National Institute of Public Administration (INTAN), Malaysia and the Civil Service College (CSC), Singapore. It aimed to forge closer ties between officers from the Malaysian and Singaporean public service. The second run of the programme was held from 19 - 30 March 2007.
Since April 2006, CSC has partnered TPSC in strengthening its institutional capacity to transform it into a full-fledge Civil Service College. This capacity building exercise supported and contributed to the Tanzania Public Service Reform Programme (TPSRP) where it aimed to transform service delivery standards in the Public Service.
Together with the Ministry of Foreign Affairs, Singapore, CSC has partnered the Ministry of Foreign Affairs, Singapore and the Commonwealth Secretariat (Comsec) in conducting seminars for international participants from the Commonwealth countries since the 1990s.
In January 2007, CSC has completed 2 separate programmes that saw a total of 51 participants from 19 commonwealth countries.
Together with the Planning Council of the State of Qatar, CSC conducted a high level Scenario Planning Forum which was attended by Ministers, General Managers and Directors from various ministries and GLCs. This was followed by an intensive 3-days workshop for mid to senior government officials.
Jointly sponsored by the Ministry of Foreign Affairs, Singapore and AusAid, Australia, CSC conducted the Better Governance in the Public Sector Programme for participants from the ASEAN countries. With the key aim of sharing Singapore's experience in public governance, the participants learned the importance of transparency in governance and stemming corruption.
In partnership with the ADB project management unit (PMU), Ministry of Home Affairs (MOHA), Vietnam, CSC recently conducted a few training programmes on Singapore'S experience in Public Governance and Administration.
On 12th December 2006, CSC entered into an agreement with the Government of Punjab, Pakistan to assist them in their Capacity Building Initiative via the Punjab Resource Management Programme (PRMP). The Asian Development Bank (ADB)-sponsored PRMP seeks to reform provincial finances through fiscal restructuring and financial management, processes and institutions for pro-poor service delivery and creation of enabling environment for private sector development.
Together with the Ministry of Foreign Affairs (MFA), Singapore, CSC hosted the delegation from the CPS for the 5th year since their inaugural visit in 2002. The CPS comes directly under the leadership of the Central Committee of the Communist Party of China. It is a key node in the Chinese talent-selection process, responsible for identifying and training promising cadres.
